Re: LIUNA Resources During the Government Shutdown
Date: October 27, 2025
As the current government shutdown continues, LIUNA wanted to provide you with an update on actions the International Union has taken to protect our Federal employee and Service Contract Act members. Our union has diligently been talking to Members of Congress from both parties on a regular basis to remind them of the important work that our Federal employee and Service Contract Act workers do to serve their county every day, and have coordinated efforts with other unions representing impacted workers during the shutdown.
Legislation - LIUNA has endorsed the following legislation pending in Congress:
- H.R. 5657/S. 2963, the Fair Pay for Federal Contractors Act, which would provide back pay for Service Contract Act workers after a shutdown; those workers were not included in the 2019 law to provide backpay to Federal workers after a shutdown.
- As part of the AFL-CIO, LIUNA supported legislation in the Senate to provide back pay – and pay going forward – for all Federal and Service Contract Act workers impacted by the shutdown.
- H.R. 2550/S. 2837 – Protect America’s Workforce Act – bipartisan legislation that would restore collective bargaining rights for all Federal workers.
- The Norcross amendment to the National Defense Authorization Act (NDAA), which would restore collective bargaining rights for workers at the Department of Defense.
- The Turner letter, signed by 10 House Republicans, to retain the Norcross language in the final version of the House-Senate NDAA.
